⚓ Dock Permits & Shoreline Guidelines
Duke Energy manages shoreline regulations on Lake Keowee.
Before you buy, always verify the property’s dock status, water depth, and any shoreline restrictions.
During due diligence:
- Confirm existing dock permits and ownership transfer procedures
- Measure typical water levels and seasonal variations
- Review shoreline stabilization (rip-rap, seawalls, steps)
- Check vegetation and tree-removal rules

🏢 Managing Authority
- Duke Energy Lake Services (DELS) manages shoreline activities, including private docks, piers, and shoreline stabilization for Lake Keowee and several other Duke Energy reservoirs in South Carolina and North Carolina.
- This program ensures that waterfront development remains safe, environmentally responsible, and consistent with the Shoreline Management Plan (SMP).
🛶 Permit Requirements
- Permit Required for All Structures
- Any dock, pier, boat lift, walkway, or shoreline modification requires written approval (permit) from Duke Energy before construction or modification begins.
- This includes replacement, expansion, or relocation of existing structures.
- Ownership Verification
- Applicants must own or lease the adjoining property and provide proof of ownership (deed, plat, or tax record).
- Duke Energy will not issue a permit to anyone without legal waterfront access rights.
- Survey and Site Review
- DELS conducts a site review to determine whether the property qualifies for a dock.
- Considerations include:
- Water depth (minimum 10 feet at dock end in many cases)
- Setbacks from neighboring docks (typically 15–25 feet)
- Navigation clearances
- Environmental and habitat protections
- Some areas of the lake are restricted or “no-dock zones.”
- Construction Standards
- Docks must comply with Duke Energy’s design standards:
- Floating docks only (fixed piers are generally not allowed)
- Encapsulated flotation required (no exposed Styrofoam)
- Electrical systems must meet National Electrical Code (NEC) standards
- Structures must not impede navigation or encroach on Duke’s project boundary
- Permit Transfer
- Permits do not automatically transfer upon sale of a property.
- The new owner must apply for a transfer within 30 days of property closing.

- Application Submission
- Apply online or by mail through Duke Energy Lake Services.
- Provide:
- Site map and parcel info
- Proposed structure design/dimensions
- Proof of property ownership
- Duke Energy Review
- Review period is usually 30–60 days, depending on complexity.
- DELS may conduct a field inspection.
- Approval or Denial
- Upon approval, Duke issues a written shoreline use permit that must be kept on file and displayed near the structure if requested.
- Post-Construction Inspection
- Duke Energy may perform follow-up inspections to ensure compliance.
⚠️ Prohibited Areas
- Certain zones are designated as “Environmental Protection” or “Public Recreation” areas — no private docks are allowed.
- Areas near dams, public boat ramps, or designated wildlife habitats are off-limits for new structures.
📄 Permit Renewal and Maintenance
- Permits remain valid as long as ownership and dock conditions stay compliant.
- Unauthorized changes (expanding, relocating, adding lifts, etc.) require a new application.
- Docks must be maintained in safe, functional condition — unsafe structures can be ordered removed.
